How did Michael Scott become a manager, or work in an office for at least ten years, without understanding a budget surplus?

He couldn't. That's the point.

The surplus explanation scene is really funny, but it's one of the most jarringly inconsistent as well.

Still a great scene and show overall.

It bugs me sometimes. But not as bad as other shows in their entirety.
